Thus, German power might be contributing to the rise of a new giant, this time a European one. Henry Kissinger might still be correct in saying that he "doesn't know whom to call when he wants to call Europe." It might take a substantial period of time before there is an answer to his question. But it seems clear today that an assertive and power-conscious Germany will not stand in the way of that answer. Instead, it is interested in providing it. And that seems to be ample evidence that European integration has resolved the German question.
